[Story] At the end of the 20th century, in response to crimes arising from the rapid spread of humanoid robots known as Labors, the Tokyo Metropolitan Police Department established the Special Vehicles Section 2, the Patlabor Company, which housed police Labors. Now, with the Labors' decline and the Section on the brink of disbandment, a terrorist group appears before them, having seized a state-of-the-art combat helicopter from the Japan Self-Defense Forces and holding 10 million people hostage in the capital. Armed to the teeth with machine guns, ground-to-ground rockets, and missiles, the "invisible combat helicopter" Gray Ghost, clad in the latest thermo-optical camouflage, launches an attack on Rainbow Bridge and then ravages the capital, lurking 500 meters above the ground. Can the Second Special Vehicle Unit, the police's last stronghold, stop the terrorists' violent actions? And what are the terrorists' objectives? Now, with what they each need to protect at stake, the battle between an outdated police robot and a cutting-edge Self-Defense Force helicopter begins.
